I. I will be the first Person to have created a new Vision for the future for all Man-kind to open and run a Practical Computer Training and EXE LAN Gaming Project for Exeter.
A. The company was founded by Neil Franklyn Wintrip in 1997.
1. In the early part of 1998, I found a niche in the computer industry and I decided to form a new kind of project in Exeter, Devon.
2. During this time, I started to do some investigative research & to my surprise there were a lot of problems within the Computer Industry.
The problems where that there where not many companies selling refurbished/ recycled computer systems. As I identified a practical use to give practical-hands-on-training to people with learning difficulties and a new way forward, not everyone can afford a new Computer system, but they can learn valuable practical-skills & gain a Qualification.
B. Second-user and recycled computer systems will prove to be very popular to many of the general public through this project.
1. I placed a trial advert in the local press and I found that there was a niche in the Computer market that is wide open due to a vast lack of Computer skills that is getting worse across the UK and threatens a £250Billion industry.
2. I started to work from home but I found it invaded on my private family life of which caused a disturbance to my home & family life.
II. The second stage took me away from my home and partner to give me a fresh start all over and to do some more researching.
A. I had to find a new place to live to carry out even more market research and experimenting with ads in the local papers and a new website.
1. I moved into a central location in the city centre of Exeter’s Sidwell Street.
2. I started my quest again with some help from some friends. I took their advice and I began to advertise on a trial period in the local press.
3. With-in a short period of time I had a good response & after a few months
I had made enough money to buy some used office equipment and some Computer stock, I then began to build up & it was a great deal of hard-work, I started to get a very good honest reputation, then got a great deal of work coming in and I started to struggle, as my friends where not very good at computer work so I could not ask them for any help. They had some experience but not the expertise, compassion & drive that I needed & felt in my heart to not to give up. An aspect of the work was that not many have the same determination & passion that I have, I respected that not many have the skills that I needed, I was left to work on my own, to build up a good honest reputation, it did not take long before I was being recommended to others.
B. On the 5th December 2001, I became a victim of crime.
1. My vehicle was broken into & as a result it was written of and later the insurance company leased me a vehicle for 1week, after that I was left without a vehicle because of the vandals.
2. After my awful experience I decided that I would do something positive about it. I found that the youngsters who had caused the damage to my vehicle where bored because they had nothing to do in Exeter. There was no community activities available in the Beacon Heath area, except for the Beacon Lane swimming baths, which make a expensive charge to use their facilities, they close at 8 p.m. and after this time there is nothing for the under 25’s to keep them occupied, in the evenings there is a nightclub but that does not gain that much interest and creates illegal drinking of beer from off licenses.
III. The solution & Vision I came up with.
A. I thought about my own skills as a computer technician and how my skills could help, so I came up with the Vision and the answer, to make a real difference by setting up a Computer Hardware Training & EXE LAN Computer Gaming project with a difference in Exeter, Devon.
Firstly I need to find some practical-hands-on-skilled people who can help me and support me, so I called the local press for some media coverage to gain the practical-help from the Exeter public, financial support will need to be raised. The feedback was not very good and no one could reply to the local article. I needed local practical support, this was not an easy task, as the local press did not print any contact information in the article, so that was a problem and why people could not contact me.
1. The first step I decided was to contact the business link service to gain the practical hands-on-support and this was a complete joke as no practical hands-on-help was given or offered to help me in putting a business plan together, I could not get the practical-hands-on help from the Exeter Heart of Devon Enterprise Agencies who are funded millions of pounds a year, so I went to meet a very nice chap called Mr. Steve Gibson from the Heart of Devon Enterprise Agency near Honiton. I gave him some information about my project that I was proposing for Exeter and he managed to produce a primary draft layout of a draught business plan that I could use and work with, this helped me a great deal. He then suggested that I contact another government funded agency the Co-Active Community Group who are also funded millions of pounds to help with the setting up of Community non-profit Projects in Devon, so I agreed to meet, so Mr. Gibson arranged to set up a meeting for the following month, to discuss my project & see what practical-hands-on-help they can give me, to help me so I could move the project forward & gain some practical-hands-on-help. We could only talk over the project and real no-practical-help was offered or gained, how their organisation receives government funding is beyond me. They could not help me in any practical way as I expected them to; they only give me some useless advice, what to do next? No practical-hands-on-help to me at all, as what I needed was on going practical-hands-on-practical-help. (A hands-on Project Mentor)
2. I then contacted the local Community Enterprise Unit team in Exeter to gain their Support, but all they could do was to give me advice, not any real useful practical-help at all, I am finding all of this very frustrating as these are government agencies who are paid lots of Taxpayers money and to do nothing at all, so why do government give them our money, `For what I ask? Not very good when it comes to giving real-hands-on-practical-help to a vital & very, very important project like this, I can now see why `crime’ is so very high here in the `UK’ because there is a huge skills gap and a real lack of practical-hands-on-help’ that is not given in today’s modern world, `Why Not? When you ask they say we do not get funding to do that? Why not? I thought that is what you they got funded to do, forgive me for misunderstanding our corrupt society, Why do they get government money? I ask you? (Sitting on their backsides doing nothing) but giving useless advice which to be honest anyone could do. The outstanding thing is that these so called advisors get paid over thirty five thousand pounds plus each a year for what?

Very sad not just from me to see, for the lack of practical help available from officials to combat crime it’s a complete joke. All we do is pay higher taxes each year while crime is on the rise. Our country has gone to the dogs & been sold out to the EU.
Secondly there is no-real-practical-hands-on-support gained from any of the above organisation that I have spoken to, neither of the organisations from councils to downing street has offered me any real practical-hands-on-help, I speak with care & consideration for all people remarkable that I could not set the Project up as a charity’ as advised without a committee, but how can I, and how do you do that? You need to set up a management Committee; there is no-practical-hands-on-help to do this from within Exeter or Devon. This project is a way to start a very positive future and it will gain lots of interest and funding. When you do apply to others I loose face financial support is not an issue, they can only see what they want to see as these so called important people have forgotten who put them in the positions of Power. They are in now some organisations have no real Faith, this is a real threat and this project is a positive way forward in life & in Faith. I am sure this will take precedence over many projects in Exeter & Devon, with respect to the funding that is needed to get this project up and running.
I need real investors to come forward, who actually care, have you regained your faith do you care about people and your community, our environment do you want to help me put an end to the crime we face on a daily basis in this country. Help me to stop the crime on our streets and build a positive future by giving young people a positive focus on life in Exeter, Devon.
1. I have had a meeting’s to discuss the Computer Training Centre and how it will be of a very great importance to the City of Exeter, supposedly a so called growing City for the 21st Century but even the councillors have cut off their own noses to spite their own faces so they can get paid thousands of pounds a year for doing much of nothing.
2. I decided that I should contact Rob from the Co-active group, to discuss the next step in moving forward with this project, but again he decided that I should set this project up as either a charity or a not-for-profit organisation. Again I still needed to find real-practical-hands-on-help with funding, premises, as the premises need to have living accommodation included’ for security purposes. Training will be run from the centre with access for members only, access for the disabled & people in wheelchairs. There will be a secure Internet access café that will be monitored for a small fee; computers will be linked up through via network for the EXE LAN Computer Gaming, we will have Events with 8 to 18 Computers linked for competition gaming only, there will also be corporate Gaming events held via bookings from local businesses in the area, and group bookings of 12 people or more.

Conclusion:
I am very excited about this project and with the real-hands-on-practical-help & funding, this will be the beginning of an exciting new project for careers & life. After a year of running & operating this centre, I plan to open gaming & IT recycling centres around the city & around the Southwest, and then more in the UK, with on-going hands-on practical-help from local organisations and charities, they will be able to get positively involved with this project, this will bring the faith back in people, confidence & will be the start of a day that we help bring people together for a better life & future for us all, this will be an on-going relationship with the Devon & Cornwall agencies, they will need to give real practical-hands-on-help, this will be a very important project, hands-on-practical-help will be needed to do a cash-flow forecast to be produced with the projections for a period of over 3 years of sustained growth rate in the market, this will show a positive growth rate for this project, the growth will be at a tremendous rate as it has a real market Value of £50 Billion and a UK Value of £150 Billion, as it becomes more and more popular amongst the public and the students. This will provide them with the practical-hands-on-skills and resources to gain the practical-skills & Qualifications they need for employment.
I will need help and resources in a place where everyone is treated as an individual, working as a team with equal opportunities for all to share & learn. ‘People working as a team’ Together, Each, Accomplishes, More, this will create a sense of achievement and belonging through this centre, bringing people together to work within the Computer Training Centre & the EXE LAN Computer Gaming Centre. With a sense of real value and achievement, this will provide a very popular place for people of all ages to meet and to come together, plus attracting tourists to the city and local people and businesses living in and around the city, a place for commuting public. Plus this project will attract people to stay longer in the City on a short-break. I could go on with the possibilities with this centre as it opens endless possibilities for the City of Exeter. Once it’s open in a permanent venue it will give a fresh start to the City of Exeter ~ and a great start to the County of Devon Providing I receive the practical- hands-on-help-Support needed!

This centre will have two categories. The first will be the free NVQ training for the under 25 year olds sponsored and supported by learning colleges in the UK.
The Second Categories: Pay as you go training this will apply to the A1 Positive training side, for people that do not need to get funding, for example for a course from a company called Scheideger, where you have to buy the course from the company this will be paid for by the student and A1 will be able to give some guidance.
Training Scope: We have had some interest from the training delivery department at the Middle-moor computer department to train our own teachers, the training delivery manager at the Devon & Cornwall Constabulary Chuck Schwen in Exeter has told us that we have there full support for an ongoing partnership for life, plus once we have secured the premises for the project. We have been offered some financial support for this project from the Constabulary. Once we have opened the Centre, we will have on going support from the Constabulary. They will help with the training of our own staff within the premises. The Separate departments will be as follows These will include Computer Networking, ISP Set up, Software support plus section staff for the departments of the Project, such as the training section, the EXE LAN Gaming Section, the Computer retail section and the admin and accounts section, plus there will be The Desktop publishing, Web Design, E-Mail Marketing, New product & design section, Corporate Gaming events section, training delivery management, self employed sales staff, Computer software development & licensing section. There will be an NVQ section for the under 25yrs in IT training plus new innovation and training section for new ideas and development with IT manufacturers.
Funding for the Project

First reference. The first step begins with finding funding to help us secure the first six months of the project. We will also need to find suitable and big enough premises to work from. The next step is to find volunteers community members who can help with the work involved with this project to give commitment. When we have secured all of the funding that is needed, we will have to work longer than most as we will be making sure that this project can sustain itself after six months from the day that the Centre opens. In line with all the requirements set out above we have set out to make this project one of a kind for there is nothing like this in Exeter or the UK today. The second task is to have both the retail side and the training section, open to encourage people to spend money at the premises. These will include services such as pay as you go internet access, computer group gaming and retail sales from the retail side, advertising through word of mouth, once the word starts to spread we will have the Centre where people want to go and be seen, this will automatically help to create public awareness of who A1 are and where A1 are within the city this will show the publics perception within this dynamic industry and with a stable growth rate for the project. We will be one of the greatest centres to have started and claim our place in history.
Funding needed to start this project.
The cost involved with this project has not yet been fully decided to the full extent as without locating the full cost of the premises I can only work out what the co-stings are going to be on an estimated scale, I think that the cost of setting up will be in the region of £25,000 to £150,00 + this will cover things such as the premises to be paid in Quarterly payments up front, the computer equipment, the office equipment, computer stock, comfortable training tables and chairs, software, surveillance and security equipment, insurance cover, broadband network, EXE LAN computer gaming network, P.C. Repair tools, Computer Pat testing equipment, this will be needed, there will be items that have not yet come into the start-up cost at this time, but we can not foresee all of the items that will be needed or what will arise, once we have established the retail premises we will have co-stings that will be from the start of the setting up of the Centre such as modern refurbishment.

A Breach of Confidentiality by Whipton Barton Junior School

I would like to make an official complaint of a breach of Confidentiality of information about me that was shared under strictest confidence with a Mr James Norman only.

I have now spoken with Devon County Council who have told me that you have shared my information with Devon Social Services without first asking my permission & this under English Law is a very serious case of a Breach of my Confidentiality by Whipton Barton Staff who I shall be taking legal action against.

I have now lost all trust with the Whipton Barton School and it's staff & I will make sure that the Public of Exeter hears about this serious breach that was clearly marked Private and Confidential it seems to me that your school staff think that they can do what they like and in my book that is wrong very wrong indeed.

I hereby make an official complaint against Whipton Barton Junior School.

What is procurement?

Procurement can be defined as the fulfilment of a business need by the obtaining of ‘goods’, ‘services’ or ‘works’ from a resource external to ones’ own organisation. Procurement activity does not cease when the goods or services are delivered.

From the point when a need for goods or services is identified procurement activity of one form or another continues through the complete life cycle of the procurement subject matter, including performance monitoring and contract management, through to disposal where ‘goods’ are concerned and re-tendering or exit strategy for services.

Why does A1 Positive procure?

In order to carry out its day to day business, A1 Positive Recycling procures ‘goods’, ‘services’ and ‘works’ from many different internal & external sources rather than developing bespoke internal solutions. This allows the organisation to concentrate its efforts on core and core support functions whilst making use of “external experts” who can provide best value non-core goods and services more economically and expertly than we could ourselves.

Who is responsible for procurement within A1 Positive recycling?

Procurement activity within A1 Positive Recycling is devolved to:

* Directorates – for the acquisition of goods, services and works relating to core Directorate business activity. For example, the Environment Directorate undertakes procurement for highway maintenance, bridge construction and waste management; Resources Directorate for property maintenance and construction and Education for training related requirements.

* A1 Positive Purchasing – is responsible for the acquisition of all other non-core procurement goods and services (generally those items that are required in support of core activity and usually by more than one Directorate). These items typically fall into the category of general business needs such as furniture, flooring, utilities, fuel and office equipment.

There is also a corporate structure responsible for procurement policy, strategy and corporate decision-making.

* Procurement Policy Group (PPG) – Chaired by the Deputy Director of Resources the group is comprised of the Cabinet Member with Procurement Portfolio, the Strategic Procurement Officer, a senior management member of each Directorate and a representative from A1 Positive Purchasing. The procurement policy group considers corporate procurement issues and makes decisions relating to procurement planning and delivery of the strategy.

* Strategic Procurement Officer (SPO) – responsible for strategic procurement planning and direction; communicating procurement guidance, best practice and relevant legislation throughout the County; proposing procurement recommendations to the Procurement Policy Group; assisting Directorates to achieve corporate procurement objectives and managing the Strategic Procurement Action Network.

* Strategic Procurement Action Network (SPAN) – In order to cascade ‘best practice procurement’ throughout the entire Project a network has been formed of key procurement staff within each Directorate who are responsible for disseminating procurement guidelines, initiatives and legislative updates (provided to them by the Strategic Procurement Officer) to all those in their Unit concerned with procurement activity. The Network also feeds back data, statistics and initiatives to the centre.
